how to convert or outline objects/text

trying to figure out how to convert text or objects into paths not really sure if it would be called outlining. i have researched online and there are no tutorials on this exact subject.
there seems to be an option for a modify tool bar which i cannot find
i am using libre office version 6.3.5.2 not sure if upgrading to 6.3.6 would help
basically trying to convert raster into vector designs or trying to recreate them using fonts/objects that are mostly vectorized already.

And you’re sure you’ve given enough information for an outsider to know what you mean. This is not the case with me, but it may be because my English is not so perfect.

Select the text box or object, and choose menu Shape - Convert - To Curve.

To change individual characters of a text-now-curve, you can choose menu Shape - Group - Enter Group (same as F3), apply the desired changes (area, line, size, position, etc.), and then Exit Group(same as Ctrl+F3).

would i need to do this if the font or object is already vectorized.

Do you have an image (.png, .jpg) and need to vectorize it?

Choose menu Shape - Convert - To Polygon. Not ever the best result. Could try with Inkscape.
