MS Office has an option to create a quick access toolbar. Can this be done in LibreOffice?

yes - this can be done in LibreOffice as well.
- Open an empty document for the module you want to define a custom toolbar (e.g, an empty, new calc sheet)
- Go to
Tools -> Customize -> Tab: Toolbars - Right to drop down labeled Target, you’ll find an additional button.
Click -> Add- Provide a name for your toolbar (e.g.
MyQuickAccess) - Define the scope of your new toolbar (e.g.
LibreOffice Calc) - Click
OK - Use Search field to find and black right arrow to add rhe function you want to appear in your customized toolbar
