Create Libre File from existing Excel file and Use Libre to Open Access Database

I have an Excel file but my Microsoft Licence has expired and so it has no functions basically make it Read only. I can right Click on the Excel File to open with Libre Calc but I'd like to just have this file open in Libre without these steps. Also I have an Access Database (now Read Only as well) which I'd like to have open in Libre Base but don't know if this is possible.... stumped!!
