I am unable to apply bullets in text box in writer document

The question has word “text box”. Do you really mean a text box graphical object created with a drawing tool? What is your intent with such an object? How does it relate to the rest of the document? A title? A caption for something else?
Use frames instead of a text box,
`Insert>Frame>Frame`.
Don’t use a text box (Insert → Text Box).
Use a text frame instead (Insert → Frame →Frame Interactively or Frame…).
