Like most software, LibreOffice recognizes only the peripherals that your operating system recognizes. As you have already surmised, the problem is with your “Microsoft OS 10”.
You should ask that at a Windows 10 forum or consult the printer software (lots of printers come with an app to help you print and scan in Windows).
