I am not aware of a direct elegant way to bring a pdf into Writer. However, you can use Calibre to convert the the pdf to a text document and bring the resultant .txt file into Writer.
If you do it that way, you will have to put the images and formatting in manually.
I realize it is an inelegant solution, but I don’t know of a way to convert directly to Writer, unless you have a hybrid pdf file. Those have an OpenDocument file embedded already. See https://wiki.documentfoundation.org/Documentation/HowTo/CreateAHybridPDF
