Can't Open a DOC file with LibreOffice 4.2.3.3

Hi, I’m trying to open this file http://www.diputados.gob.mx/LeyesBiblio/regley/Reg_LSTF.doc with LibreOffice 4.2.3.3, but it won’t open, only shows the Splash Screen but never opens.

I have tried open from the command line with the same results, no error message.

I won’t pretend to know what’s going on here, but on OSX (mac) with LO 4.2.5.2 and MS Office 2011, the .doc file will open in Word, but not LO. However, if I open the file in Word and save as .docx, LO then opens it. Do you need a docx or odt version uploaded somewhere?
