I’m on version 3.6.1.2 of Calc. I have a single column of data which I colored based on a non-data criteria. I tried a second column with color names but had no success that way.

Excellent! Great feature. I will delete my answer. It is not quite using the colour format of the data, but it does offer a mechanism for colouring individual data points. It uses separate cell references that must contain a formula to determine the colour i.e., like conditional formatting. Support for both area and border will eventually be available according to what I can see in the v4.4 alpha release.
