I suggest your are one of them ... using some kind of WINDOWS ? --doubleclick the Installer.

I assume you want to install LibO on your computer. As you did not give any information on the operating system (Windows, Mac, Linux) you are using, the only possible answer is to please look here: http://www.libreoffice.org/get-help/install-howto/ and follow the guidelines.
For Windows @karolus pointed already out that you need to double click the downloaded file, but also have a look at the installation guideline.
@ROSt53, I think the user is implying that they have installed the software, but that it does not show up in any menu or obvious location. Greater detail is required (as you rightly indicate).
