When trying to install 4.2.6 in Windows 8 I get error message internal error 2503 then message internal error 2502 then installation halts. What should I do?

new user. never installed Libre before. New PC with Webroot security software and Microsoft office 13 installed. I unplugged internet cable and turned off Webroot security software. When I ran install still got errors 2503 and 2502.

Internal errors on installation on 64-bit system

I am running LibreOffice successfully on my Windows 8 Pro 64-bit system. I have tried to install version 4.1.2_x86 but keep getting Internal errors 2502 and 2503. What does this mean? I have downloaded the package twice to eliminate possible corrupted files. Thanks.
