How can I convert a MS Works (.wdb) database to a LibreOffice database on a computer running Elementary OS Luna?

the best solution is probably to use Microsoft Works to export the database to a more common format: probably dBase ( to be checked ).
If you do not have access to Microsoft Works, you can try to open it with LibreOffice 4.3 ( see http://www.unixmen.com/install-libreoffice-4-3-ubuntu-elementary-os-linux-mint-via-ppa/): normally a small filter have been added which tries to import the data in Calc, then if this works, you will have to recreate a database with these data.
