What is the blockage to loading LO on my new hp 19-2114 all-in-one PC? System reqs met as long as AMD E1-2500 accelerated processor is compatible with LO. Any ideas?

I need to assume that you downloaded the LibO installation file for Windows.
It seems that Microsoft Windows changed the extension of your download.
Please change the extension back to “msi” thereafter the installation should run without any problem.
