How to create layout with footer and header

Hi! I have troubles with creating a layout.
It must have fixed header and fixed footer. Between header and footer I want to place a table with unknown amount of rows.
If I’'ll try to add one more row and last row borders on footer, it must be transfer to other page ( but not like footer ).

What is visually shown is not a page footer but rather a table footer. This should be possible using a standard table in Writer with a defined upper and lower pair of special rows.
