Writer: Navigator shows "0 headings" even though there are headings in my document

The title really says it all. I have a document with 5 “Heading 1” lines in Writer, but the navigator doesn’t let me expand any headings and claims there are “0 heading”. What to do so I can move the headings + their text blocks around?

Yep, thanks, I found that out myself in the meantime. Now the only question is, why were heading 1, 2, etc. not associated with any outline levels in the first place? Could this be by design? It doesn’t seem to make a lot of sense to me…

The styles are associated by default. If this is not the case in your environment (including for new documents) it may be because you have personalized your default template?

You can quickly test: quit LibreOffice, and then rename your profile folder as explained here.

Only “line numbering” and “chapter numbering” in my Tools menu, no “Outline numbering” I have selected 5 levels of headings, yet it still shows no headings whatsoever, despite having 3 levels of headings.

The menu probably changed a few versions back. To access the options referred to in this post, you can open the “Styles” side bar, filter the “Applied Styles” on the bottom drop-down menu, and right-click click each heading to get the option “Modify…”. Once there, you’ll see an “Outline & Numbering” tab at the far right end of the first line.
