Libre 3.3, Windows 7, I got a virus, technician recovered the system but my files were mostly in libre, so now they are encrypted and I saw a page collecting me $500 to fix it. Could you help me?

After getting this virus (somebody send me a “windows defender saying I have a severe virus, so I click remove”) technician recovered my system and put my previous files in just one shortcut. Of course, I think I should install all programs required to open then, so from my previous files, I installed again LIBREOFFICE 3.3, but the files are encrypted. So, I clicked in another file created by technician where says if I want decodifying my libre files, I have to paid the equivalent to $500.00 paying in bitcoins .

Could you help me in recovering my files.? Now I have Microsoft words installed, before not.

It the empty space on the drive was not wiped by the malicious operation, consider attempting a forensic recovery. The likelihood of success is reduced If the technician used the same disk for recovery operations. PhotoRec and TestDisk are GPL 2+ tools available online here.
