[Added] allows users to vote on answers to their posts even if theyhave not yet reached 5 points.
you can accept the answers for your own posts. with moderation enabled for many posts, it makes it so they are first posted to the main ask.LO page often days after being asked, and so do not get looked at by members of the community because they never arrive on the first page.
