I tried downloading 5.0.2 first and it failed after about an hour. Then 4.4.5 and it gave up after about twenty minutes. Operating system is Windows 8.1.

I would not advise trying to use LO-5 under Windows at this time. Excessively buggy. Use LO-4 from LibreOffice Still instead.
They are huge downloads. If you are having network problems I would actually advise using wget. This is provided by default under Linux but is also available for Windows (download & install the binaries (3MB)).
It is a console program (command-line).
:~$ wget --help
GNU Wget 1.12, a non-interactive network retriever.
Usage: wget [OPTION]... [URL]...
Mandatory arguments to long options are mandatory for short options too.
...
Download:
...
-c, --continue resume getting a partially-downloaded file.
Thus wget -c file-url will pick up an interrupted download & you can keep going until you get it all.

You might try another mirror site. Sometimes you get the slowskis. In the download/Donation page under the download file is a tiny green button “use an other mirror”.
