I am trying to add background image but background tab or choice is missing

There is no way to add background image to the page. Ive looked through all the tabs. Even the default bitmaps there is nothing asking for custom image. I used to be able to do this. OpenOffice Any ideas? Thanks

Format > Page - on the Area Tab at the bottom right there is a large button “Import Graphic”
