Just as the title says. I really want to like LibreOffice, but man… some simple things are so hard to do.
You can set up a white border to the image, so you can set up a spacing to content in the same tab.

There is no “format image” menu line when I right-click an image I’ve inserted into LibreOffice Writer!!
This should read 1. right-click the image 2. click “format” on the top command line 3. chose/click “properties” 4. chose the margin you want. The above answer is misleading.

RIght-click image > Picture > Borders …, and add a border of whatever colour or thickness required.
IrfanView allows you to add bespoke borders to images.
This setting (Borders tab) in image properties dialogue squeezes the image smaller to add a border within the image dimensions and can distort the image proportions.
The settings Spacing in the Wrap tab keeps the text away from the image without changing the image.
