I both use calc and excel but when I save a xlsx-file in calc and open it in excel sometimes the windows buttons (close, minimize, maximize) for the worksheet are gone.
I have two questions:

Excel 2010
I have the same issue with the latest version, cant drag the window to other screen and no minimize or maximize buttons in upper right corner. Win 10, libreoffice version 7.5.5.2
I have the same problem, but only with one particular database. Something got messed up in the forms I guess.
Initial workarounds:
Menu> Window> Close window will close the window.
Alt-middle mouse click seems to at least allow me to minimize or close the windows.
Right clicking the system tray also allowed me to move them to my non-primary (other) screen. (This didn’t work at first. I had to try it a bunch of times to get it done.)
Solution:
I happen to have two monitors, a smaller on on my laptop and a larger one hooked up w/ HDMI. I shutdown and rebooted.
When I restarted the database with the issues, and re-opened one of the broken forms, I noticed that while it was loading (it’s a large complicated form that takes a few seconds to load), that even thought the form was loading on my notebook screen, some of it was overlaying my larger screen to the right. Also at this point in time the minimize, maximize and close buttons were showing!
So I was able to quickly drag the corner of the window that was in the process of loading, and make it much smaller and this ended up fixing the broken database.
Now the buttons are back and seem to work correctly.
I suspect there might be a bug in LO or something it relies on having to do with two screens of different sizes.
If your database or calc sheet isn’t slow enough, then edit it somehow and make it load slower. I’ll let you figure out the best way to do this. Also you might be able to give it a very low priority or something like that to buy you time.

Using LO base 5.4 and 6.0.1 on GNU/Linux Debian 9.4 &Cinnamon.
I’m writing this in case someone else has this issue again and the above solution didn’t work.
I had this issue in LibreOffice Writer and nothing would work. The document (and later other documents) would open on my laptop display instead of my two main displays with top bar gone. So not only did I have to try to edit texts from my smallest display, I was also unable to compare the documents. I could close the window/document using the drop-down menu, but I couldn’t minimize the window or drag it to any of the other displays.
What finally worked was entering full-screen mode (Menu → View) and then exiting the full-screen mode. After this, the top bar was visible again and I could minimize and drag the windows like usual.
This is still happening apparently as it happened to me 6/7/23. The fix was to head to the corners and the top of the window to adjust the window size. The minimize exit buttons appeared as normal once i had adjusted the window smaller from the top of the page. I could then close the program normally without it leading to the manager first or having to close from the taskbar
What LO version, what operating system?
Found a solution for the problem. Apparently the top toolbar is there but out of the screen. This happened after the update. Go to task manager / expand libre office / right click on the opened libre office and click maximize. Then close libre office, next time it will open with the top toolbar visible again.
This fix works for LO 7.6.0.3 and was needed after I upgraded my laptop from Windows 10 to Windows 11
