Why is Ctrl-Shift-Y deactivated permanently in LO5 Writer on Opensuse Leap 42.1?

I have installed LO5 on Opensuse Leap 42.1. I often used Ctrl-Shift-Y in LO4 versions to repeat the last command. Now, in LO5 I find that this Shortcut does not work any more. In Writer the command is grayed out (deactivated) permanently in the main menu.

What is a probable reason? How can I remedy this ?

Please edit the question to indicate the particular command that is attempting to be repeated. There is a meta bug (tdf#96282) for tracking all CTRL+SHIFT+Y issues as evidently not all command are currently repeatable. May also be a packaging issue if you are installing from PPA.
