I have a PC with windows 8.1 and LibreWriter 5.1.0.3 .I did write a letter and saved it.LibreWriter saved the file in OUT format

Your question in the title is totally different from the actual question. I know of no way to open PDF in Writer. As for the other question (different LO version?) did you mean .odt? I am not familiar with OUT. .odt is the default extension in LO Writer. If you wish a different output, when saving the document, use ‘Save As’ and toward the lower right of the dialog where you give the document a name and location, there is a dropdown list titled ‘All Formats’. Click on the arrow and make your selection.
I don’t think you can open a pdf with writer, If I’m not wrong it is opened with draw, even selecting writer for open.

I did what you told me.I saved the document in ODT file but does not open.When I double click the document opens the Writer (5.1.1.3) just the same opens with Uot file. Sorry I cannot attach a print picture.
