How to create a custom color pallette for Writer

My aim is to simplify document coloring feature by having the several color schemes for it. The same functionality can be found in MS Word.
You can choose a color pallette you like, then headings, links, tittle and other elements get the same color pallette.

Can this be done in LibreOffice Writer?

From your description it sounds like you are referring to the document theme feature of MSO. While this looks like a colour palette it is actually a limited selection of colours that are used in related document styles. The enhancement request to get this feature implemented is tdf#90497.

Themes (as in Office use) are slightly different thing.
You can achieve the same in LibreOffice by combining custom colour palette and styles.

  1. Create the colours you need:

  2. Edit the styles you want to change (i.e. Heading 1) and apply the newly created color.
    Extra bit, if you like you can save it as a personalised model for re-use in many other documents.
