Will LO add bookmarks to searchable pdf from scanner?

Please help. I need to know how to add named bookmarks to a searchable pdf that was created by a scanner.
I work in a legal field where I have to provide copies of exhibits. Usually I scan the exhibits with my scanner into separate searchable pdfs and a web service puts the exhibits into a portfolio format, but sometimes I have to scan all the exhibits into one pdf with pdf bookmarks as the numbered exhibit separaters. The scanner will not do this and I had a trial Acrobat that has expired which would do it simply with an add bookmark option. The help pages below mention an add bookmark option which I can find in writer, but when I open a pdf, it opens in Draw and I can’t find the option there. Other help I found mentions headers and fields and using more options that were not there to use. What exactly is a bookmark called in Libre and for which program? Thank You for any help.

LibreOffice probably can’t edit PDF files to the degree you want. The link to the Help explains how you can insert bookmarks in documents with the native file format of LibreOffice, that’s the Open Document Format (ODF), or all files you make with Writer (odt), Calc (ods), etc. There are tools to insert bookmarks using Adobe Reader. Google is your friend there.
