The file is (like almost all ODFs) a Zip-Archive. Unzip it and you will find .XML format files editable in LO or Notepad or Wordpad. Now you can edit them or merge them. At last zip all of them back and you should be back in busines.
Make sure though that the mimetype file is the first in the zip archive, best achieved when freshening the zip instead of recreating it.

The acor_fr-be.dat file is the file that LO uses to store auto-correct entries. As @horst said it is in zip format. It is nor encrypted.
