I’ve manually assigned .tsv and .csv files to always open in LibreOffice, but Windows 10 Explorer is reporting .csv files as Type “OpenOffice.org 1.1 Spreadsheet” (and .tsv files as just “TSV File”).
Is LibreOffice telling Windows that .csv files are of type “OpenOffice” or is Windows getting bad information from Microsoft? Or is LibreOffice still technically OpenOffice?
As I understand it, LO is a fork of OO. That said, however, they are two separate products with two separate developments.
As you may be aware, “CSV” stands for comma separated values. They are sort of a Swiss Army knife for data interchange. For all practical purposes, CSV files are pure text files with no formatting.
As for why Windows 10 Explorer is reporting CSV files as OO type files, I can only speculate that it is because LO is a fork of OO and M$ feels no need to make a further distinction. I would suggest you look at ODT and ODS files to see what type M$ assigns to them. Perhaps this might shed some light.

Microsoft Windows controls that information. Right click on the file >Open As>Choose another app. Then select LibreOffice and check the “Always use this app…” checkbox at the bottom.
