Are there paragraph rules?

I ultimately wish to increase the coverage of a paragraph’s background color. The only thing I could think of is a work-around that is used in Adobe’s InDesign where you modify the above-paragraph and below-paragraph rules to draw thick lines behind a line of text.

In the event that paragraph rules do not exist in Libre Writer, could it be possible to artificially increase the font profile without increasing the font size? Such an option would cause the paragraph background color to fill in more space.

You can set a paragraph border, and set the distance from the paragraph content to that border: Border tab on either right click → Paragraph or in the paragraph style in use. Selecting the colour border as the same of the paragraph background, you’ll be able to “extend” that background the amount you need.
