Why doesn't database appear in Writer when I go to File>New>

Trying to mail merge labels. Read that I need to create a database first. When I go to File>New> database doesn’t appear. Help.

Depending upon the method of installation for LibreOffice, Base may not have been installed. Base (and subsequently Java) need to be installed to create a database.
