I can access it alright. Maybe a local or provider problem?

why don’t use http://www.libreoffice.org/download/ ?

I noticed that after I hit the download button a circle with an i is in the url bar I clicked on that circle and it told me that the page was not secure,

I went to a site WHYNOPADLOCK.COM and put the download URL in

http://download.documentfoundation.org/libreoffice/stable/5.2.1/win/x86/LibreOffice_5.2.1_Win_x86.msi

and this is what returned

When I put the ftp url in, it worked.

Apparently there is a problem with switching of the URLs. Any ideas?

ANSWER: I did a factory reset on my router and it resolved the problem.
