I have a piece of software where I generate a CSV file. When I open this file on my linux computer the open csv dialog is correctly suggesting the encoding is utf-8. On my colleagues computer with windows, the file is suggested utf-16 which is incorrect and as such, the preview area if full of Chinese characters. Could I as the developer of the software do something that libreoffice always detects the encoding as utf-8?
There exists no unambigous method to guess the proper encoding - so the user will be in charge to choose it.
AFAIK Calc loads the csv-Import-dialog with the settings from ´last´ Dialog
