I am using libreoffice report designer to create report for base. I am trying to draw some line in the report. However, I cannot make very small scale drawing. The line can only by increae in a certain amount of length. Can I drag to increase the line length in a small length unit?

Yes, but it is easier to adjust using the Properties (will be on panel right of report design) of the object. Select the line, right click to turn on properties (if not on already) or turn on from toolbar icon. Now you can make specific adjustments to length, width, position etc.
Can I drag the line in small unit but not adjust by number
From menu View->Grid->Snap To Grid. It’s a toggle. Click to turn on/off. Use View->Zoom if you need closer look at area.
