I have a Writer document with several tabs - the default settings. I want to change the location of one tab that is far to the right. If I try to change by dragging or shift dragging, all tabs to the left disappear. This is useless - I want to retain all tabs and change the position of just one. Is this possible?
You can simply click in the ruler where you want tab stops. The default settings are applied by default, that means: when you don’t explicitly set tab stops.

Sorry, the answer is no, it is not possible to change only one tab.
When no tab is defined, LibreOffice uses the default positions (defined in Tools▸Options▸Writer▸General▸Tab stops, eg 1.25cm in my configuration). So, one workaround might be to increase the default value (but of course this will affect all the default tabs)
As you describe, setting a tab deletes the default tabs to the left of the tab (for writing from left to right). You must define as many tabs as those used in the paragraph(s), either by clicking in the rule, or by modifying the paragraph or paragraph style.
It is recommended to use a borderless table in place of tabs: you can adjust the width of the columns by a mouse click and the line breaks in each column are possible. You can easily convert tabbed text to a table: select the text then Table▸Convert▸Text to Table▸dialog opens▸Choose the separator, keep Tabs (default value)▸Ok.
