As far as I can tell, the current version in the repositories is 5.1.4.

You should ask this at Ubuntu’s bug tracker or such. Ubuntu developers and package maintainers are guys who decide what will get to Ubuntu 16.04 repository and what will not. LibreOffice source code and binary files are available for download, it’s up to Ubuntu to pull it to it’s repositories.
