Is there a way to track changes when editing a PDF document?

I am a scientific editor and need to return clients’ files with tracked changes. Usually I get Word documents and that is no problem. Now I have received some PDF documents, is there some equivalent way of editing the files? It is tedious to simply add comments to the file, sometimes I need to rearrange sentences and the like. I just downloaded LibreOffice Still as suggested by a colleague, but do not see any way to do what I want.

Update: In the manual for LibreOffice it appears to say that I can select for tracked changes, but my version of the program does not show that option. Can anyone tell me which version of the program to download? I downloaded the “still” version.

There isn’t, really. Libre offers very limited editing of PDF, but PDF is essentially meant to be uneditable. Just ask for MS Word doc files, they will open and save better than docx.
