I assume you are using Windows? I’d guess that you are talking about either the downloaded installation .exe file, or the folder of program files etc that is created when you run the installation .exe file and left when installation is complete. You can safely delete the folders relating to earlier versions of LO.
Agreed. But it may be safe to keep the most recent install file, just in case the upgrade messes up something that’s important for you so that you want to continue with the older version.
