Change level of multiple bullet points

I have a Document wich is structured with bullet points. I tried to restructure it. Multiple points needs to leveled up (from second level to first level, third level to second). I tried it with Shift + Tab.

If I mark from top to bottom it never Works. When I mark from bottom to top it sometimes works. Is this a bug or do i sth. wrong?

If the items belong to the same item of the next higher level, then you shift only the higher level item. The list toolbar has a symbol to decrease level _including_ all subitems.

If you do it with Tab or Shift+Tab, take care that the cursor is located just before the first character of the paragraph, i.e. between the bullet and the first character.
