That looks like Windows XP Media Center. I'm guessing that it doesn't like that the certificate is not specifically for the subdomain. I've seen that before.

What I think he means is that he is taking his files to some place like Office Depot to be professionally printed.

They probably do not have LibreOffice on their computers, just Microsoft Office. Save your files in Microsoft compatible formats and they should be able to use them.

If all else fails just uninstall it, and download/install the English version.

2014-01-27 07:25:18 +0200 commented question Can't run installer Win7

Nobody is calling you stupid, @davidoma. It's just impossible to know what exactly is going on without a lot of detailed info. It is possible that LibreOffice uses parts of the operating system that nothing else you've installed does. It's possible that the problem is extremely recent and nothing else could have hit upon it.

2014-01-27 07:00:17 +0200 answered a question Libre 4.1 download package cannot be opened by Win7

It's not noted on the download page because that's normally not necessary. Double clicking on a file performs the default action on it. Normally on Microsoft Installer files the default is install. I agree with rugslug that you probably hadn't finished downloading it. If you have a super fast internet connection you may be used to smaller programs downloading in the blink of an eye so that you can install them immediately. LibreOffice is so large that even on the fastest of connections it will still take a minute or two to download.

Is Java installed? Base requires Java.
