Your question has no answer because it is nonsense. LibreOffice is an application program, Windows is an operating system. Of course, you can safely uninstall Windows, but you will need to install another operating system to use application programs such as LibreOffice.

There is no means to uninstall Windows itself from your PC. Also, LibreOffice is not a replacement for Windows. If anything, it can act as a replacement for Microsoft Office. So no, you shouldn’t uninstall components from Windows (unless you don’t want that particular component).
