The software on my computer is preinstalled in Dutch Language and I need to change to English.
Tried to lookup how to do but could not find the instruction to change the installed language.

You can change the interface language of LibreOffice by going to Extra > Opties > Taalinstellingen here you can change the interface language
If your language does not exist then you have to install the language pack of that language.
The language pack of your version of LibreOffice can be downloaded here: Index of /libreoffice/old
You can of course download LibreOffice and install it over the existing installation - it’s free. You can then install any interface languages and dictionaries that you want. If the install file for LibreOffice is on your computer (in the downloads folder of your user account), you can run that again and add any interface languages and dictionaries that you want.
