Can Libre open all files created by MS Office and vice versa?
Short answer: Not all (e.g. LibreOffice can't open MS-Access database files directly, and I believe that LO has more extensive support for ODF 1.2 + OpenFormula than MS-Office).

Longer answer: In most cases, compatibility is possible. The latest versions of MS-Office support the ODF 1.2 file formats, and LibreOffice supports most features of both the legacy binary formats (.doc, .xls, .ppt) as well as the newer XML-based formats (.docx, .xlsx, .pptx) used by MS-Office.
