Is calc freeze buggy?

I currently have LibreOffice version: 5.4.0.3, build ID: 5.4.0-2.

I’m not sure whether this is bug or just inconvenient feature or if i’m doing something wrong.

To replicate the problem:

In all cases cell A1 is chosen.

Case 1:
Choose view → Freeze cells → Freeze rows and columns.
Result: nothing happens.
Expected result: to freeze row 1 and column 1.

Case 2:
Choose view → Freeze cells → Freeze first row OR Freeze first column = works as expected … Then … view → Freeze cells → [choose the other that you didn’t chose previously].
Result: previously frozen row/column unfreezes and you are back in square one.
Expected result: to freeze row 1 and column 1.

Case 3:
Choose view → Freeze cells → Freeze first row OR Freeze first column = works as expected … Then … resize the window.
Result: frozen row/column unfreezes and you are in square one.
Expected result: the freeze-settings shoud remain.

Update:

If I freeze row or column, then save, close and reopen the document, the setting seems to stick. Saving alone didn’t make it to stick. I’m still unable to freeze both, row 1 and column 1. If I choose to freeze the other, then freezin turns off again.

You obviously assume ‘Freeze’ regards the selected cell the bottommost / rightmost cell for the rows/ columns to freeze. In fact it is the topmost leftmost cell of the range remaining scrollable.

Help:

Freezing Rows or Columns as Headers
If you have long rows or columns of data that extend beyond the viewable area of the sheet, you can freeze some rows or columns, which allows you to see the frozen columns or rows as you scroll through the rest of the data.
    1. Select the row below, or the column to the right of the row or column that you want to be in the frozen region. All rows above, or all columns to the left of the selection are frozen.
To freeze both horizontally and vertically, select the cell that is below the row and to the right of the column that you want to freeze.
    2. Choose View - Freeze Cells - Freeze Rows and Columns.
To deactivate, choose View - Freeze Cells - Freeze Rows and Columns again.

That is exactly what I assumed. I should read manual more carefully. The row-freeze still resets but it only seems to happen when I resize the window to very small size with unsaved document. The freeze one column and freeze one row functions feel a bit unintuitive because if other is already chosen when you choose the other it completely resets freezin options. But anyway your answer solves my problem so I mark it correct. Thank you!
