Changing Application Color

I recently came across this website on how to make LibreOffice look similar in color to Office 2007. I have it set up the same way the article shows, but I noticed that the theme that I applied in Options—>Personalization doesn’t work on the Notebookbar toolbar which I am using.

Is there a way to make the theme work on the Notebookbar in the current version (I’m using version 5.4.1)? Also, is there a way to change the color of the scrollbar and status bar to match the custom application color?

Noebookbar is still an experimental function. Please be patient

Scrollbar color is defined at operating system / window manager level, not at application level.
