Why two paragraphs shown as single paragraph in LibreOffice?

While viewing the attached Word document (DOC) using Microsoft Word application shows three paragraphs, but LibreOffice shows two paragraphs (last two paragraphs are merge to single one). How LibreOffice detects paragraphs from Word document (DOC)?

Unfortunately, there's no attached document. Also, you have created your question as a Wiki (why?), so you'll probably not be able to edit it, and we'll not be able to upvote you to enable. I'd advise you to ask again, and in the new question, provide a link to the file uploaded to a public share.

Please don't add "answers with clarifications" here, because answer is intended to provide a solution to the question. When you'll add new question, I'll remove this one.

Enable View>Nonprinting Characters and see if one of the supposed paragraph breaks (displayed with a "pilcrow" = mirrored P) is not in fact a line break (left pointing corner arrow)
