is there an outline function as in word 2007

To invoke the outline function in LibreOffice Writer:

  1. Choose the menu "Format : Character...";
  2. In the dialog that appears, select the tab called "Font Effects";
  3. There below you can find a checkbox called "Outline".

However, if you meant another outline function then please specify.

The closest to an "outline view" is the Navigator. You'll find it on the side-bar. From there you can see and organize headings, find tables, objects, etc.
