I’m working on a collection of chants for a Buddhist religious service. When chanting, certain words or phrases would be in higher or lower tones.
Was hoping to check and see if there might be a way to add arrows above and below letters to show a change in tone? In case it make the question a bit more clear, here’s a link to a chanting book which uses arrows in this way (apologies as I need a few more points to upload photos)…

The link you provide in your question to the chanting book gives one answer. The introduction page of the book tells us that the font: Gentium Incantation was used to publish the book. The “arrows” are part of the font.
The font is available for download at github: link to fonts
I downloaded and installed the font, used it in LibreOffice Writer and it looks just like the writing in the book.
