How to change bullet color

I can’t seem to find a way to change the bullet color. I have a dark blue background and I need the bullets to be white. I could not find a style related to bullets.

Use styles consistently. In what follows, it is better to have the styles side panel displayed (F11). Styles can be modified by right-clicking on their names (in the side panel) and choosing Modify... from the dropdown menu.

Your bulleted paragraph should receive a specific paragraph style, say List 1, as opposed to manual or direct formatting with the buttons in the tool bar.

By default, List 1 is just another plain text style. Enable the bullets by selecting a Numbering style in the dropdown menu of tab Outline & Numbering. Click OK.

A bullet now appears in front of your paragraph.

In the side panel toolbar, click on the fifth icon from the left to display the so-called List styles. Modify List 1 which was associated with the List 1 paragraph style (they bear the same name because they reside in different namespaces).

Go to the Options tab. The Character style dropdown menu shows which Character style is used to format the bullet. By default, it is Numbering Symbols. This is the name of the character style which controls the bullet. You may choose another one if you also have “standard” bulleted lists which must not be changed.

Now, click on the second icon from the left in the side panel toolbar to list the Character styles. Modify the style found in the previous step, Numbering Symbols by default. Its Font Effects tab allows you to change the foreground colour.
