Using PDF's as templates

In seeking to edit/modify I found out that is pretty much impossble, but for what I was wanting to do that was probably sub-optimal

However it occurs to me that it might/could be possible to use a PDF document as a template.

So: Is this possible and is it a good idea?

I use Libre office in a very basic way. But someone suggested that we need a .pdf form on our website that people could download, fill in and return to us to book events. Is there any way to do this (or something similar) in Libre Office?
