Quick and dirty: click on the down pointing arrow beside the icon with a T surrounded by colour dots in the toolbar (tooltip shoxs as Font color) and a colour selection menu will appear. Choose color and type.

If a selection is active when you pick your colour, it only applies to the selection.

You can do the same for highligting colour with the ibrush-surrounded-by-colour-dots icon (tooltip shows as Highlight color).

More elaborate and recommended: play with styles

If your whole paragraph has a single colour, change "foreground" or highlight colours in Font Effects or Higlighting tabs of paragraph style definition dialog or define a new style to fit your needs.

If you need just a few words define a new character style with the appropriate colours in same tabs.

With styles, your document will always be consistent and you can change the global appearance in a snap, just by changing the style.

You are encouraged to read the chapter(s) on styles in the manual if you haven't already.

EDIT:

Apologies, I didn't read your tags and I answered for Writer. To avoid ambiguity, prefixing the question wit Calc:, Writer: … is highly recommended.

-1 for Writer/Calc confusion, isn't that a bit rough, considering I saw my mistake immediately after posting?

You tagged your question with "Calc", so I answer for that (but in Writer it's similar):

Hit F11 to bring up stylist window.

Create (or alter an existing) CELL style template
On second or third tab ("Font effects") you can choose a color

Apply that style to your cells.

You may have to de-select Tools> Options...>LibreOffice Calc >View>Display> Value highlighting
