This could be an interesting question, but it needs further explanation…
The minimum number of rows that can be displayed in Calc is 0 ( zero ).
Try it : Select All, right-click in Row Header, Hide Rows.
How did you get 20 rows as a minimum ?
Does it have something to do with the level of zoom in the spreadsheet? Or is a graph question?
