I would like to create charts with legends based on filling pattern instead of colors for printing only in black and white. Does libreoffice do it?

Yes this is a choice. Select the item to change in the chart. This may require multiple mouse clicks say the particular bar you want to change:
Sample shows selected bar as leftmost indicated by green square box. Now right mouse click and select Format Data Series... from context menu. It will display choices:
Here you can choose a pattern. When making a selection, each time make sure to select a Foreground and Background color. On my system, if not selected each time results were not as wanted.
